AMD Ryzen 4800H shows slow clock speed on ubuntu 18.04

I bought Lenovo legion 5 (R7 4800H) which encounters many problem on Ubuntu (mine is 18.04). However the strangest is that lscpu shows base clock speed as the maximum. lscpu | grep MHz shows
CPU MHz: 1338.713
CPU max MHz: 2900.0000
CPU min MHz: 1400.0000

Is it common? Other R7 4800H laptops face similar issue? I found this cpu is even slower than my MBP 2018 i5!!!
