Live disk won’t boot

I am attempting to install Ubuntu 20 onto a second hard drive, Samsung 860 QVO. The primary is a 970 M.2 drive, this has Windows 10 on it.
I am using a ScanDisk USB drive, 128 GB, for the Live Cd/USB.
I do not see secure boot enabled on the MotherBoard, but also do not see the option for secure boot. Fast boot is disabled on the MOBO.
I have attempted to use Rufus and unetbootin to burn the disk but same end result of not booting.
At one time I was able to get Ubuntu to boot and installed the distro on the 860 QVO. After restart it took about 5 minutes of purple screen before the login prompt appeared. I input my password, hit enter, and the system froze.
I have attempted to get into live mode again to re-install but have had no success. I continue to get “Journaling failed to start.”
My motherboard is a Z390 Auros Ulta-CF and is running in UEFI Bios.
I have attempted to create the image using the recommendations the live CD guide has recommended as well as attempted to create it using UEFI.
Any help would be appreciated.
