Ubuntu 20.04 delays connecting mouse and keyboard

Ever since installing a fresh 20.04, Ubuntu, Kubuntu, and Linux Mint, have a ~9 second delay when connecting my wireless keyboard and mouse. Also for whatever reason, Ubuntu refuses to attempt connecting until after pressing a button or when trying to move the mouse. If I don’t interact with them, my mouse and keyboard won’t connect at all.
On Windows and prior Ubuntu releases, my mouse and keyboard would already connect by the time I booted to desktop. This process is/was automated and did not require interacting with the peripherals to establish a connection.
Is there a solution to make Ubuntu 20.04 automatically connect wireless mice and keyboards on boot?
