Xubuntu 20.04.1 USB3 ports work but not USB 2 ports

I’ve just installed Xubuntu 20.04.1 on a secondhand computer. All the USB ports worked under Windows (7 or 8) that was on it previously but currently only the 2 USB3 ports do. All the ports get power, but only the USB3 ones are recognised by the operating system.
Currently I have mouse in one of the USB3 ports and an external HDD in the other. I also have several USB sticks. All devices give the same result in all ports: they work in the USB3 ports but not in the USB2 ones.
I have disabled autosuspend for the USB ports but that hasn’t made a difference.
